The United States has experienced an increase in the number of English Learning
students over the past few decades. The increase is attributable to the increased migration
patterns to the United States in search of better opportunities. The increase in the number of
English Language Learning students, therefore, calls for an urgent need to develop strategies that
would enable teachers to meet the diverse needs of their classrooms. Meeting the needs of
second language learners requires the setting of appropriate goals for learning, a standards-based
curriculum and the adoption of assessment practices that are coherent with the set practices. This
