Post 1 The act of blame between government officials on who should be responsible for the mitigation of disaster is what shocked me. The federal government failed to step in on Friday when the governor of Louisiana declared an emergency. As a member of the recovery team, I consider the evacuation of people from the affected area as challenging. The storms took place in the eastern and western part of Louisiana. There were no enough rescue places to accommodate people who were affected. At one point, hospitals could only take in people who had gunshots and snakebites. Resources to support those misplaced could be considered a challenge. The challenges experienced by the recovery team in evacuating people could have been avoided if there was a clear procedure on who was in charge of the emergency. Evacuation would have been easier had the federal government acted earlier when the governor issued an emergency. Had people started to evacuate earlier then it would have been easier to handle a few who might have been got up by the storms. The government should work towards ensuring that federal, state, and local government officials are working together in sharing information to assist in coming up with immediate decisions. Coordination by government emergency communication should be set up immediately after such emergencies. Efficient communicates it possible for responders and victims to communicate for ease of location and evacuation. After the disaster, the community and government should set up better medical response team. Deaths were faced in hospitals that lost power and communication to the outside. People should also be encouraged to uphold the American spirit by taking in those who lost their homes completely. People also require being educated on the health issues that could arise due to hurricane Katrina. Post 2 The act that stuck out most was the law enforcement act of making the people queue for buses that were not even coming. This act stuck out most since it signified the neglect of the law enforcement duty of ensuring the safety of the people since it exposed the people to severe conditions. According to Glass (2005), people such as the old people and young children were subjected to severe conditions such as heat while queuing for the buses. Also, this act also stuck out since it depicted the betrayal of the government to its citizens since they lied to the people that they were to be carried by buses to safe areas. Lastly, this act stuck out because it subjected the people to starvation due to lack of food and water. The facilitation of effective control and coordinate the affected people is one of the most challenging aspects that would be experienced by a person of a recovery team. During a recovery operation, the recovery team tends to find it difficult to control and coordinate recovery activities since the victims of a disaster experience psychological trauma hence making it difficult to effectively communicate with other people. Besides, the longing for help by the victims of a disaster also makes it difficult to be controlled by the recovery team during the recovery operation since every victim runs for his or her own help from the recovery team. The experiences witnessed after the flood would have been better prevented if the government had mobilized resources in advance before the calamity. The mobilization of resources would have involved the accumulation of food, water, transportation means and the designation of locations to allocate the victims of the calamity. Thus, through the mobilization of resources experiences such as hunger, lack of transportation means and poor residential conditions would have been mitigated. The enlightenment of the public regarding the overall issues concerning a disaster is the key initiative of building resilient communities and lessening disaster’s impact. The enlightenment of the people concerning a disaster would be facilitated through community seminars and communal awareness campaigns. This approach would generate resilient communities and lessening disaster’s impact by educating the public on measures to undertake during a disaster strike. The collaboration of the government recovery teams both federal and local recovery agencies would be an effective undertaking for building community recovery and resilience after a disaster. The collaboration between the federal and local recovery agencies would enhance the effectiveness of the recovery and resilience of the society by enhancing the pooling of disaster recovery resources. Moreover, the collaboration would play a substantial role in the facilitation of the implementation of efficient recovery strategies. Post 3 Listening to the 1-hour audio of the survivors have made me devastated by the carelessness and negligence of the emergency response and emergency management law. The survivors had to go through torture. There were many acts that stuck out to me out of which the one that has stressed me the most is when there were no buses to rescue the survivors and the police held weapons at the survivors who were trying to cross the bridge. Even in such hard circumstances, the people were stopped because of their race. The words of a government official that “Don’t rely on the government…. if you are poor the danger will find you”, according to this person being poor is a crime and poor is ought to suffer all these pains. Hospital staff turning people away from entering the hospital asking people to hand over their babies was nothing else but a state of chaos created because of the mismanagement caused by higher authorities. People were trapped in the convention center with improper sanitation and drinking water. All the situations the survivors had to go through has made an impact on me and I can’t even imagine the feelings of the survivors. If I was a part of the recovery team or involved in emergency management the most challenging thing that I would have to do was to keep people calm and motivated that the government is making all the necessary rescuing efforts. Another challenging task I assume would be to keep people calm in the situations as heard in the audio. These experiences have been better prevented if the residents were rescued and moved to the safe zone when the first emergency on Friday prior to the hurricane was imposed. There was a lack of responsibility and management by the government. As most survivors explain their experiences that they thought that the government does not care at all about them and the government is going to let them die. A stronger community which stands with one another is crucial for disaster resilience. To build more resilient communities there must be training for post-disaster circumstances. The training should be according to the expected natural disaster in the region. Planning and anticipation are the core factors that can help in building resilient communities. The infrastructure should be built according to the possible threats of the natural disasters that can help them resist the effects of a disaster. In the aftermath of the disaster, the word should be spread as far as possible using social media platforms, radios etc. There should be channels created for donation collection in order to bring all the necessary supplies to the disaster-stricken region i.e. food and water supplies. There should be a team of doctors and psychologists to reach the region as fast as possible to help the disasterstricken survivors. Even if the region is attacked by a major disaster the disaster resilient community will be able to recover easier as compared to the case I have studied. Secondly, the government and the people near the disaster-stricken area should not turn away from the people affected by the disaster. People should step up with all their possessions in order to help the disaster-stricken people. As explained by the survivors, people should empathize with the survivors and they must not be differentiated on the basis of caste, creed, color etc. ...
