In writing a formal message or an email etc, I follow these steps:
1) Always begin with a proper salutation, like Dear Sir/Madam instead of Hi! and Hey!. It's not a rule but I prefer it this way.
2) Ending the message formally with Regards, Yours truly etc depending on the subject and the person.
3) Now about the body of the content, keep it formal, to the point unless you are writing about literature or to a editor or something.
4)Always avoid any intimacy or abuse, there are ways to express discontent in formal way, it comes with experience.
Now to answer the second part, I believe the art of formal writing is a vast field and one can never learn enough. Personally speaking, I would like to learn the art of brevity or in other words conciseness and accuracy. Most of the times, i end up writing more when with little effort less would be sufficient.
