Introduction
Despite that prison conditions have experienced significant improvements in the recent
past, prisons are still in efforts to contain problems encountered in the previous decades which
are thought to negatively impact on the current lives of inmates. The correction facilities in the
United States have continuously been affected by incidences of overcrowding due to the high
inmate population and the struggle to maintain a low cost of prison operations and measures that
have reduced the space for inmates (Clear, Reisig & Cole, 2018). Many correctional facilities in
the U.S exceed their maximum capacity for operation resulting in unhealthy conditions due to
limited living space. The impact is evident as inmates are compelled to double bank in
dormitories or single cells. According to the U.S National Inmate Survey Report released in
2013, 27.3% of the inmates confirmed they shared cells with other inmates and 14% of them
feared their lives were threatened by other inmates through the sharing of cells (Clear, Reisig &
Cole, 2018).

restructure the sentencing structure aiming at releasing the less dangerous criminals to create
