Can a CPA firm make ethical conduct part of their employee handbook for
non-CPA to sign off on? Could that be a way for a firm to hold the
non-CPA to uphold ethical standards?

no. for one it could be violation of CPA rules. this is because only the staffs who have taken CPA knows what it is written in them. so non-CPA staffs are not allowed to sign on it.
also they cant sign because A CPA or CPA firm shall not permit others (including affiliated entities) to carry out on the CPA’s behalf, and we know that after any CPA's you must sign.
