a) They should know the target group so that they know the type of language that will attract their customers. For instance, if it is youths, then more informal language can be appropriate as opposed to the elderly who will need formal communication.

They should know if there are other competitors in the online market business. If they exist, then they should study from them to determine what they improve or change so as to be better than the competitors and thus compete favorably.

They should have data about the government policy regarding the online business so as not to find themselves on the wrong side of the law.

b)

Adding the blog will popularise the business making it known to many prospective customers and in essence the sales are likely to improve as well dramatically.

The blog can help to clear out doubts about the groceries,if any, from the customers minds thus creating a reputation for the products.
