Public health is the art and science that deals with prevention of disease, promoting
physical health and prolonging life, all these through organised community efforts to protect and
improve the health of individuals and the entire community. The aim is to strive for
environmental sanitation, the control of infectious diseases, the empowerment of the people on
the concept of personal hygiene, the establishment of medical and nursing service that researches
diseases and prevents infections, make early diagnoses, eradicate life-threatening diseases and to
provide social machinery and services which will see to it that everyone in the community
sustains a standard of living sufficient and suitable to maintain health. (Winslow, 1920). The
concept of public health arises from recognition of the significance of the community action in
promoting health, while preventing and treating diseases.
Public health addresses the mental, physical and environmental health concerns of a
community that is prone to diseases. While addressing the needs for these populations, public
health purposes to assess and monitor the general health of the community at risk to identify
