Franklin D. Roosevelt attempted to get around the Neutrality legislation through the
introduction of the Lend-Lease Act in March of 1941. The Neutrality bills had made it illegal for
America to be involved in aiding any of the two parties that were involved in a conflict and
taking sides. By enacting the Lend-Lease Act of 1941, the country could sell weapons to nations
that the United States wanted to support (Yoo, 2018). This way, the president could allow for the
process of helping countries that were friendly to America to fight a war without having to send
the American military. These actions were considered to be very legal, and this was because it
was done through the passing of a law in Congress, which the president then signed. The actions
were done through the passing of an act, and this made them completely legal. These actions
