federal and local governments, can be described as competitive, collusive, coercive, conflictual,
and cooperative at the same time. In matters to do with public administration and the day-to-day
operations of the government, intergovernmental relations can be defined as cooperative, but when
it comes to sensitive political decision making concerning the election of executive government
officials, intergovernmental relations often get very coercive, with the federal government having
