George Kennan was the most prominent Foreign Service officer in the United States. He
was the founder of the containment policy, which had a crucial strategy of shaping U.S. diplomacy,
especially during the cold war (Melvyn, 2019). Kennan was the second person to be in the U.S.
embassy, which was located in Moscow after World War II. At one time, he was elected as the
head of the policy planning staff. He wrote the “Long Telegram” in which he explored the Soviet
