The Affordable Care Act (ACA) often nicknamed Obamacare is a federal statues
signed in to law by President Obama in March of 2010. The statue was formed as part
of The patient protection and affordable Care measures instituted to implement
healthcare reforms in the US. The Act was intended to expand insurance cover,
emphasize wellness and prevention, ensure consumer protection, and improve the
quality and performance of the healthcare industry. This act was in direct response to
rising costs of healthcare in the United States. This paper attempts at examining the
planning consideration, implementation, and evaluation of the ACA.
Planning
The quest for delivering universal healthcare in the United States began in 1989
with the proposal by The Heritage Foundation to institute as single-player healthcare.
Ever since various political faction continued to explore how to implement individual
mandate together with provision of private insurance subsidies. In 1993 President
Clinton proposed for an healthcare reform bill that mandated employers to provide their
employees with health insurance (Barbaresco, Courtemanche,& Qi, 2015). However,
the plan did not go forward as some legislators were concerned with provision for
employers to provide health insurance. The Clinton administration was however able to
secure a compromise with the enactment of State Children’s Health Insurance Program
in 1997.
In 2006 the state of Massachusetts was the first state in the US to enact a statue that
implemented an insurance exchange and individual mandate on insurance cover. These

precedents laid the early ground for the enactment of ACA. Since 2008 there were a
series of meetings geared towards implementing healthcare reforms (Koh

& Sebelius,

2010). The issues discussed in these meetings became the foundation of ACA.
The guaranteed issues, however, required concerted efforts in lobbying for
community rating and individual mandate. The ensuing negotiations attracted lobbyist
to woo support for some of the radical provisions such as individual mandate. The
intense lobbying did not only help in garnering support for the bill but also prepared
stakeholders to implement the reforms (Sommers et al., 2015).
Policy makers kicked off planning for the Act by strengthening and supporting
