A decade has elapsed and the battle against elusive foes who at times are criminals,
terrorists, extremist, insurgent or actors of the non-state continues. This is why the Marine Corps
has decided to go back to their amphibious roots, that is, combat operations training. After the
war in Vietnam, the emphasis was put on conventional warfare and the skills for irregular
warfare atrophied. In the 2010 Marine Concepts, the MAGTF acknowledged that Military agents
will focus on combat operations as it is what they know best (Dobson Jr, 2012). Therefore, in
order to ensure a successful preparation and winning of battles against irregular threats warfare,
there is the need for organizational, programmatic, and operational adjustments to facilitate the
Marine Corps success in the future.
However, with the opportunities brought by the change in the worldwide security
environment, there are also challenges to bridging the gap of partner capacity. Marine Corps is
expected to be ready at any time when the state is least ready. The first challenge is the question
of episodic versus persistent commitment (Dobson Jr, 2012). It would require a mixture of
selective and persistent engagements from the marines. Deployment to areas with issues will
continue, however, the global flotilla stations and the MEUs deployed on the forward can only
provide an episodic capacity for partner building. Therefore, the marines’ capacity to provide a
persistent presence for specific countries and tailored to its needs including proficiency in
language, culture, tactics and training.
