The goals, perpetrators, and methodologies of the terrorists are changing in ways which
pose difficulty in investigation, gathering, and counteraction and necessitates more effort to
collect resources expeditiously. The emergence of new kind of terrorists who are interested in
causing massive casualties and destruction does not settle well for the security of citizens.
Ideology and goal dictate the methodologies terrorists consider or use in their missions. Different
goal aspirations classify terrorist on the way they execute a specific attack (Giduck, 2011).
Terrorist groups having secular ideologies and non-religious aspirations will frequently
attempt profoundly discriminate and selective acts of violence to attain a desired political aim.
This kind of terrorist aim at hitting a minimum number of casualties to achieve their goal. In that
case, the type of methodology used will be simpler to avoid many casualties. The group aims at
avoiding a backlash which might greatly taint the organization’s image while at the same time
retain the picture of a rational group which has legitimate grievances. The methodology should
limit attacks thereby reduce the level of risk that could undermine political and economic
