Introduction
Vaping has gained immense popularity among teenagers in the past two years since it
was introduced two decades ago as an alternative to cigarette smoking and harm reduction
strategy for the many public health issues that smokers and non-smokers from its increased use
in the community. In an article by Shmerling (2019) for the Harvard Health blog, "about 37% of
high school seniors reported vaping in 2018 while 3.6 million middle school and high school
students reported the use of e-cigarettes despite the ban on its sale anyone under 18 years old in
the country" (p.1). While the potential harms from the consumption of e-cigs are not supported
with extensive scientific evidence as tobacco smoking, the reported case of hundreds of from
vaping-related illnesses and the three deaths from vitamin E acetate have increased public
opinion of the dangers of the products and moral obligations of the regulation to control or ban
its use in the country, especially among young people. Therefore, the detailed analytical review
of these moral issues is necessary to justify the position that the same control measures that are
used for the advertising and consumption of cigarette products should be adopted for e-cigs as
part of the ethical responsibility of public health agencies and institutions.
Analysis of Public Moral Opinions on E-Cigs and Cigarettes
E-cigs are made with battery-powered devices that generate vapor by heating up
substances, including harmful ones such as nicotine and marijuana and other flavored chemicals
that are inhaled by the user. Although regular cigarettes require the combustion of the tobacco to
generate the smoke that is inhaled by the user, which makes it slightly different from the liquid to
a gas method for e-cigs, the nicotine effect is the same. According to Franck, Filion,

Kimmelman, Grad, and Eisenberg (2016), nicotine is a highly addictive substance and one that
responsible for the difficulties that tobacco smoker experience when trying to quit the habit and

Aside from the addictive nature of nicotine-based products, the concerns regarding the
similarities between the health implications of nicotine-based products including e-cigs and
tobacco cigarettes are its advertising impacts on brain development and role in the development
of lung cancer.
Similarly, the decision of the Food and Drug Administration (FDA) and Center for
Disease and Control (CDC) to investigate the role of e-cigs in the increasing number of lung
disease among users in 22 states in the United States is another source of ethical concern that
