2.1 Introduction
This chapter aims at providing a revisit of the existing literature in this field of ISO 9000
certification and the impact that the same has on the effective performance of organizations.
It aids in understanding how the ISO 9000 certification has influenced the betterment of all
the business organizations whether large or small that have adopted the system. Since 1978
when the ISO certification was introduced, companies in most nations have come to gain
information about it to even implementing it in their operations for the control of their
operation’s quality standards. With the business world advancing in all circle’s day by day, it
has now become the business of an organization to look for ways that it can use in enhancing
and building on its competitive advantage over other organizations and the ISO 9000
certification is one of the key elements for success. The ISO certification is a connection
between a company’s quality on its product and service offering to the evidence of
performance by the organization after adoption of the system.
Various cases and researches and theories has been developed to identify the impact of ISO
9000 certification to a firm’s effectiveness on performance. Through the research made, both
positive and negative impacts can be seen as a result of the adoption of ISO certification.
THEORETICAL REVIEW
Various theories have been developed in trying to show the impact that the adoption of ISO
9000 can have to a business organization. The theoretical foundation of this research is based
on the resources-based view which stipulates that an organization cannot replicate its use of
resources to other organizations since the situational frameworks per organization are valid.
This theory allows for the creation of a competitive advantage as well as diversity. The
knowledge that the organization has, determines the way resources will be used. Therefore,
every strategy for a business is based on the knowledge and skill base on the usage of the
resources available for the maintenance of a routine production. Thus, this implies that an
organization with resources at hand only requires knowledge and skills on hoe to use them to
enhance its performance effectiveness.
Consequently, the institutional theory helps in looking at the standards, regulations, cultural
norms and rules that govern the organizational structure. Therefore, it assumes that the basis
of organizational compliance and the organization’s operation as well as the performance
indicators guides the institutional theory. Every organization must have a clear definition of
the rules, procedures and the legal stipulated regulations and standards that it should follow.
Thus, the company’s guiding principles determines the form of certification or strategy to
implement. In this case, some organizations may adopt the ISO 9000 to just make sure that the
heed to the laid down rule of law and may not be objective to their prospective overall
effectiveness on performance.

Empirical Review
Yeung, & Mok, (2008) conducted a research study on the technical efficiency of foreign financed manufacturing firms in southern chins through ISO 9000 certification. In determining
the impact of ISO 9000 certification on productivity of the firms, a sample of southern china’s
manufacturing firms which are foreign financed were selected and a stochastic frontier
approach of estimation was used in determining the efficiency. After the analysis of the results,
it was realized that the production frontier shifted positively insinuating an improved
productivity for the firms that had implemented the ISO 9000. There was also a positive shift
on the production frontier caused by the effects of the ISO upon the labour’s marginal product.
However, due to the view that there was an increase in the level of productivity, the research
concluded that those firms enjoyed a global competitive merit in the market.
Pibia, (2009) conducted a research on ISO certification in Chinese electrotechnical and ICT
industries – drivers, barriers and benefits which was based on the fact that China is one country
where electrotechnical and ICT industries have thrived and they have a rapid development. The
researcher stipulated that for the industries to improve on the quality of their services and
products, they have to invest in their quality control and management systems. He stated that
there is a minimum level of guarantee on the management systems to the organizations. The
research revealed that there were both internal and external benefits that companies enjoyed
out of their implementation of ISO 9000 ranging from internal efficiency on operations to the
benefit of global competitiveness.
Chin-Keng & Rahman, Hamzah, (2011) conducted a research on quality management in the
construction projects based on a case scenario of Malaysian construction industry. A total of
twelve companies were interviewed on the implementation and management of ISO 9000
whereby from the results which were acquired, it was seen that ISO certification and
management of quality is a crucial part of project development in every company. However
out of the twelve construction companies interviewed, only five of them had acquired the ISO
certificate. This shows that not many companies have embraced the quality management
strategy in Malaysia. Hence, a recommendation was made that the companies should try and
see that they have adopted the quality standard strategy to enhance the reputation of their
services.
He & Liu, (2010) conducted a research on the analysis and the strategic study of quality
management in Chinese manufacturing industry. This research was conducted on a sample size
of 62 Chinese manufacturing firms with an aim of analysing the industry’s quality management
status. It also aimed at identifying the root cause to the problems that these industries face with
a view of providing ideas on how the quality management of these Chinese industries can be
enhanced through the ISO 9000 implementation. To confirm the relevance of the results
collected, the interviewed firms are the well-known industries some of which had adopted a
high level of quality management in China. Thus, this research assures that maintenance of a
high level of quality management provided an organization with a high level of productivity as
well as a reputable performance.
"Adopting ISO-9000 Standards in Government Offices | Government Innovators Network",
(2019) which is a public sector innovation forum from China, conducted a research on the
adoption of ISO standards in the government offices of Shaoxing Municipal Government. The
leading factor to this research was the fact that there has been instances of challenging

situations in the provision of services due to the presence of unskilled and inexperienced human
personnel. As well, in the municipal government, the status of quality control was in
insufficient while the appraisal methods were not well stipulated which led to a work conduct
which is disorganized. More so, there lacked an oversight authority that could assign duties to
the Shaoxing’s Municipal Government employees. After considering the whole lot of problems
that faced the sector, the Shaoxing Municipal Government decided to implement the ISO 9000
certification to enhance its way of delivering services and in that manner the overall

Cheng & Rao Tummala, (2011) conducted a research on the involvement strategy for
employees in the ISO 9000 registration based on a case study of Hong Kong and China
companies and these employee levels were divided into managerial, supervisory as well as staff
operators. Analysis and interviews was conducted on selective Chinese and Hong Kong ISO
9001/2 certification acquired companies with an aim of determining the view of employees on
the implementation, adoption, and maintenance of the ISO 9000 system for quality. The
previous strategy was analysed whereby it was realized that the performance output levels of
ISO 9001/2 was much lower than that of ISO 9000. Therefore, there was the recommendation
that by considerint the views of the employees in the Chinese organizations, companies in that
country should adopt tha quality system of ISO 9000 in their productions ans services to their
clients.
Niu & Fan, (2015) conducted a research on an indepth investigation on the practices for quality
management based on a case study of China’s Manufacturing Scope. The main aim of the
research study was to the current status of quality management by the manufacturing
companies from China as well as the organization’s features that would enhance the decision
for quality system to be adopted. Both managers from production to managerial positions of
12 manufacturing companies in four different Chinese cities in 2012, were interviewed with a
view of gaining an in-depth knowledge on the application of quality systems. Grounded theory
was also used as an approach for a qualitative assessment of the interview results. After the
analysis of the results, it was realized thatthere weretwo forms of quality programs ranging
from the quality systems as well as the quality certifications. For the quality certifications, it

Sannassee & Kawthar, (2013) conducted a research on the impact of ISO 9000 certification on
sales which was based on a case scenario of Mauritius whereby the researchers had the
intentions of determining whether the volume of sales for the ISO 9000 certified companies
were more than those for the non-certified companies. This was a way if assessing the impact
that ISO 9000 has on the effective performance of organizations. In analysing the results for
the research, regression and T-test for of analysis of the results for the sample of 39 ISO
certified and other 39 non certified companies. A significant difference was reported in terms

of sales between the two groups of companies and therefore3, it was concluded that the ISO
9000 certified companies in Mauritius enjoy the vast benefits of certification since their
performance is always efficient and reputable since the loyalty of the customers is enhanced
which attract more and more sales. As a form of recommendation, the non-certified companies
will be able to make decisions on the areas that they need to improve on for them to be
competitive in the business environment.
Vynaryk & Hanley, (2015) conducted a research on the effects of the quality management
system of ISO 9000 certification based on a case study of Russian manufacturing companies
whereby a sample of Russian industrial companies was used for purposes of drawing
conclusions for the research. The use of hypothesis was used in gathering if the data from the
manufacturing companies, after the analysis of the results, it was realized that those Russian
companies which held the certification of the ISO 9000 enjoyed a reduction on cost in their
production while on the other hand the rate of profitability was enhanced than for those
companies which had not adopted the ISO 9000 certification. However, irrespective of the
cvertification leading to an increase in the overall profitability of the companies, the volume of
sales did not seem to rise as well as for the asset ratio of turnover.
Martínez‐Lorente & Martínez‐Costa, (2009) conducted a study on whether the ISO 9000 and
the total quality management are substitutes or complementaries based on industrial
companies’ empirical reviews. In those study, Spanish’s 442 largest industrial companies
were samples and analysed to determine the influences of the companies to the TQM and ISO
9000.

EXECUTIVE SUMMARY

This research is aimed at dealing with the overall adoption of ISO 9000 in companies and
determining the benefits that the system offers on the performance of an organization. The
data which have been used in conducting this research is collected from both certified and
non-certified companies from China whereby various performance variables have been
analyzed to prove that ISO 9000 certification has a positive impact upon the companies. An
emailed questionnaire to the company’s managers has also been used to gather more
descriptive information.
In determining the impact of Iso 9000 to an organization, statistical tools through
Microsoft excel have been used. All the variables considered turned to concur positively with
the data provisions of the companies with the certification. It has been noted that various
companies have adopted the great idea of ISO 9000 system with a view of enhancing their
service and products provided. It has therefore been recommended that all companies should
ensure that they adopt this option of ISO 9000 in their operations to enhance competitive
merit amongst other related businesses.

INTRODUCTION
This chapter aims to elaborate the field under research in a detailed way so as to understand
the past and current situations concerning the study.
1.1 Background Information
It identifies and describes the history and nature of a well-defined research problem
referencing to the existing literature. It indicates the cause of the problem being researched on,
appropriate context of the problem in relation to theory, research, its scope and extent to which
previous researches have been able to investigate the problem, noting its particulars and where
a research gap exist that your study tries to address.
1.1.1 ISO 9000 Certification
ISO is the international organization for standardization, a non-governmental,
independent quality assurance organization that houses up to 164 bodies of national standards
and covers almost all scopes of business industries including the health industry. ISO (1998)
stipulated that ISO 9000 entails the set of international standards for assurance of quality and
its management which sees to help companies implement the system for quality, for proper
maintenance of an efficient system for quality and applies to every size of an organization
even for bigger multinationals. It allows for consensus within the business market in relation
to the quality of products being offered. The ISO 9000 provides for standards that enhance an
international class range of products as well as services since they have been passed for
quality and efficiency as well as safety during consumption.

The adoption of ISO 9000 by companies allows for the long-term sustainability of the
overall organizational objectives. The demand of customers is matched with the relevant
products and services specifications that the organization provides (International
Organization for Standardization, 2015). Bearing the main objective of management of
quality on all the organization's processes, the ISO 9000 has currently been embraced by up
to 161 nations. My research study aims at depicting the impact and benefits on quality
performance that a certified and non-certified firm reaps from adopting the ISO 9000. Since
the research is based on companies' cases from China, the data from China's National Bureau
of Statistics will be used for analysis. The major source of data for my research will be
secondary data whereby varied organizational variables will be evaluated with respect to the
ISO 9000. Some of these variables include; a firm's sales volume and the range of revenue.
1.1.2 Purpose of the research
The major purpose of my research is to determine the enhancement that ISO 9000
brings into companies based on an evaluation of both certified and non-certified companies
mainly from China. The research tries to examine the difference in terms of organizational
performance relevant to the adoption of ISO 9000. It also wants to know whether there is an
added advantage that a company can get from implementing the certification of ISO 9000 in
all of its operations as well as customer and stakeholder's reputation.
1.1.3 The research objective
A company’s efficiency in performance will be determined through the analysis of
various variables and thus the key objective of this research is to find the main relationship
between an organization’s efficiency in performance to the adoption of ISO 9000.

The specific objectives of the research include;
1. To determine the scope of operation for a certified and non-certified organization.
2. To determine the volume of sales for a certified and non-certified company.
3. To determine the rate of revenue return and financial performance on a certified and

This research study was based on major companies particularly from china
irrespective of the class of business that every company engages in which helped in
determining the relationship between a firm’s efficiency in performance and the adoption of
ISO 9000. Much of the focus was based on both certified and non-certified companies, large
and small-sized as well. Companies from China were an appropriate case study choice due to
its highly developed scope of new and existing businesses and as well, it is one of the highly
industrialized countries today. Therefore, the researches outcomes will be relevant to the
objective that is intended.
1.1.5 Research Justification

individuals.
For business organizations, it will give them a scope of choice based on the outcomes that
will be reported from other companies and they will be helped in making a decision on
whether to adopt the ISO 9000 if yet they have not. The knowledge that will be acquired will
help organizations on when and why to ensure continuous improvement on their ISO systems
for continuous improvement on their performance. For individual investors, this research will
offer them a direction that they should take in ensuring that their investments pick the right

return on business even when their investments are small and young.
