Abstract
An IT strategic plan is a document containing the strategies an organization is supposed to
implement to ensure that the IT infrastructure and portfolio of the organization are operating and
functioning in line with the objectives of the business. Hence an IT strategic plan for an
educational institution like a university outlines the mission of the university, its vision for future
leadership, and the necessary steps to be taken to achieve its objectives. The plan covers 3-5
years. The plan enables the senior leadership in the institution to determine what, when and why
the IT investments should establish, the value of IT to the organization, and the decisions
regarding IT investments that should establish. Thus typically, an IT strategy consists of the
inputs from the senior IT and business management. To achieve the objectives of the institution,
IT is a critical element. Hence the IT strategic plan should be based on the top priorities of the
organization, such as enhancing research and attracting and retaining high quality as well as
diverse students. Such priorities form the guiding principles for IT strategic planning. The next
step involves consulting and receiving feedback from various departments such as IT directors,
deans, and financing directors, among other related offices. The IS and the libraries can provide
the major components of the IT infrastructure in a university. After the information has been
acquired, the plans should be completed and begin to be executed. The execution should begin
with the academic units then administrative units. The process should not interrupt any IT
projects that currently have been implemented. The process takes place in various stages, which
include consulting and getting feedback from the involved departments.
After the transform stage is achieved, an IT governance model should be prepared to
contain a list of IT investment that is necessary, IT security, and the requirements for compliance.
All the matters concerning IT should be included, such as the available resources. Such matters

can be handled through the establishment of an IT Steering Committee who also oversees the
technology working groups of the university. Also, the IT Directors Committee have been
involved in IT strategic planning. The Committee coordinates the activities in order to avoid any
duplications, among other roles.
When planning on the IT infrastructure, the resources should be leveraged. That is, the
money spent should be spent in the most efficient manner. Hence both short term and long-term
Initiatives need to be identified. Some of the short-term initiatives may include the establishment
of central contracts for hardware procurement. From the established initiatives, an efficient
budget is established. The budget may include replacement of the worn-out switches and
increasing the speed network. Also, some funds require to be set for spending after completion of
the assessment of infrastructure.

Information technology plays an important role in the management of organizational
process in modern institutions. Each institution has an information system to achieve the
organizational functions. Institutions often set goals for organizational functions, so the
appropriate information systems are developed. The following discussion shows the significance
of goal setting in higher-education institutions.

Student success: To encourage the student goals, the university must provide a proper
learning environment.
Increase awareness among the students about the various college activities, programs,
employment, and delivery courses (Ecsu.edu, 2019).
Community engagement: Provide a complete approach to current and future students.
Strengthen the services in the University, such as college brands, growing the partnership
with all the industries, and increase access to student learning (Ecsu.edu, 2019).
Strengthen Financial Infrastructure: The University must consider the financial obligations to
maintain the stability for the fiscal year.
For the strategic priorities, the University must distribute the budget process, and the
donations must increase for the upcoming years. Improve the business intelligence strategies to
institutional research ("About Us / Strategic Plan Goals and Objectives 2018 - 2022", 2019).
Strengthen academic quality: The University must provide a wide variety of courses and
deliverables through high-quality educational programs.
Recruit high-quality faculty to increase to develop academic research and programs.
Offer both cultural and educational programs for economic development. Strengthen the
Infrastructure and accountability: The University must meet certain standards such as
performance, architecture and data centers to protect the university data through disaster
recovery.

Increase the development programs and maintain the best practices to use the information
technology effectively. The faculty must provide the training to maintain a safe environment on
the campus (Ecsu.edu, 2019).
Expand educational opportunities: Provide the high quality of delivery of education to strengthen
the University brand.
Increase the scholarship and research programs for student participation, also provide the
internships in academic programs to attract the students (Ecsu.edu, 2019).
To become Globalized University: Provide various opportunities for both the staff and students
to build and implement the strategy.
Increase the travel to provide awareness among the students about the various academic
programs.
Institutional framework: Support the existing and future initiatives.
Increase the sustainability of the college and encourage the professional environment.
Inclusive and accessible IT Services: Enhance the policies, structures, and regardless of the
disability, provide the accessibility to the university community.
Establish the guidelines and standards to provide project management services. Provide
oversight of new IT services to optimize effectiveness and efficiency.
Emerging Technologies: Support the study of innovative research and emerging technologies.
Provide the computing center lab to support the experiments, research, and investigation.
Following the goal-setting process, institutions also need to review the challenges, so the
resources are effectively deployed for achieving organizational outcomes. The domain of IT is
vast. So, it is useful to focus on certain outcomes, while also reviewing the challenges associated
