1. This comic shows the GOP-symbol of the elephant shredding an election ballot in a special new ballot box that's actually a shredder. The comic is making a reference to a 2018 Banksy artwork that was shredded at an auction because Banksy built a shredder into the frame.

2. The main message of the comic is that the GOP or Republican Party does not care about disenfranchised voters, especially "urban" voters, which includes minorities who typically do not vote GOP anyway. The issue of voting rights has been in the news because the mid-term elections are coming up. At this time, black voters in Georgia have basically been stripped of their right to vote by various Republican-driven actions.

3. This comic relates to two areas: 1. the absence of a constitutionally-guaranteed right to vote, 2. plus lack of ethics in politics. The U.S. Constitution does not actually say everyone has the right to vote. In fact, many groups, such as ex-felons, do not the right at all.
