In his article, Elaine Sharp focuses on the processes that lead to the formulation of a policy. Elaine notes that various events in history are the main factors that influence the development and formulation of new policies (Sharp, 1994). She cites that these events present the members of the society with insight on the need to have various changes introduced, which eventually culminates as an introduction of a new policy. However, before the introduction, she notes that it is necessary to involve the members of the public (Sharp, 1994). Therefore, the development process of new policies results in continuous engagement of members of the society leading to the active development of the policies. On the other hand, Kingdon questions the process and the events that lead to the development of new policies in society. The author seeks to identify the factors that show how an idea’s time has come. In his article, the author argues that the members of society face several challenges but will not react to them until the time is right (Kingdon, 2003). The central proposition put forward as the main factor leading to the identification of an idea whose time has come is the effect that the lack of it causes the members. It is at such point that the leaders take up and issue to develop enact different policies that will govern how people interact with it in society. A second difference between the two articles is the formulation of a policy or policies of significance in society. For example, Elaine views the policy formulation process as crucial for all stakeholders. As a result, the government engages the members of the society throughout the entire policy formulation process.
