Part 3: The Exon School District located in Palermo, Texas is in a middle-class socioeconomic area with a student population of approximately 10,000. The school district boasts that it gets more bang for the dollar by spending only $5000 to educate each student annually, in comparison to neighboring school districts that have an annual per student expenditure of more than $13,000. Yet, the Exon School District central administration has threatened to drastically curtail spending for athletic and musical activities. The district also refuses to promote a tax proposal on the ballot for the next general election because the district has not passed a tax levy increase for the past 15 years. In the interim, parent groups have threatened to sue the district due to declining test scores and lack of improvement in school facilities. Furthermore, the state board of education is scheduled to vote on a plan to reconstitute the district's administrative and teaching staff whose student test scores do not meet the minimum requirements on standardized tests, and hire new teachers and administrators.
