The police officers have a right to order any citizen to stop, whether in a car or walking
on the streets if they realize a crime or a violation has been committed. The stop helps the officer
to ask questions or search an individual's car or possession after seeking consent. Police officers
have their expectations of what the citizens, whether on foot or in a vehicle, should behave when
they are stopped. On the other hand, citizens have varying expectations of what they should
behave whenever a police officer stops them. This disparity has led to many citizens having
unnecessary and avoidable conflicts with police officers to a point where some have been heavily
fined or gone to jail (Sahin et al., 2017). The Texas police department has made tremendous
efforts by coming up with a program that is aimed at educating the citizens on how the police
officers expect them to behave and react whenever they are stopped. This has also been
addressed by the introduction of the Community Safety Education Act or the SB-30.
Lessons from SB-30 and “Flashing Lights”
The Community Safety Education Act is also known as the (Senate Bill) SB-30, which
mandates the Texas Board of Education to come up with rules and instructions that should be
integrated into the education curriculum of students in grades nine to ten. SB-30 was made into
a law in2017 to provide students with the necessary knowledge on how they should behave if
they are stopped by a traffic officer whether in a car or walking (Montero & Spencer, 2016). It
also ensures that the relationship between police officers and the citizens is strengthened. A lot of
cases have been raised concerning a bad relationship between the traffic police officers and the
drivers on the road. These cases can significantly be reduced if the police officers explain to the
citizens what they expect them to do once they are requested to stop. Many people of the citizen



see police officers as their enemies, and therefore, whenever they are stopped, they tend to
overreact or not obey what they are requested to do. This mentality ...
