Principal Engineering Aide Recruitment
Dear Principal Engineering Aide Candidate:
The City of San Diego Transportation & Storm Water Department – Street Division is requesting letters of
interest and resumes for one (1) full time Principal Engineering Aide position. The Principal Engineering
Aide will report directly to an Associate Engineer – Civil in the Contract Engineering Section. The work
site location is 2781 Caminito Chollas, San Diego, CA 92105. Work hours will be between 7:00 am and
4:30 pm, Monday through Friday, with a current pilot program offering alternating Fridays off.
The position responsibilities include database entry, field visits to assess and quantify pavement
distresses, evaluation of public works improvements within the City street network, general data
collection, research of as-built drawings for maintenance and repair projects, preparing exhibits in GIS,
maintenance of asset records, and other general tasks as assigned by Street Division engineering staff.
Staff will spend approximately 50%-70% of their time in the field performing evaluations, markouts, and
quantity verifications of slurry seal, sidewalk replacement, and/or CIP Overlay Projects.

Inspecting street, sidewalk, curb, water, and sewer construction projects.
With regard to my subprofessional engineering experience in practicing the inspection of street,
sidewalk, curb, water, and sewer construction projects:
While working with Sammi Construction Co. in 2007; and my job title was an Architectural Job Captain,
we were developing the urban fabric of one of the mix-use areas in the city of Erbil, Iraq.
My responsibility included the assessment of the condition of the streets, sidewalks, curbs and sewage
system of that residential neighborhood and the extent to which this system could be developed as part
of the proposed urban fabric. That was required a study of the asphalt condition of the street itself,
whether there were reparable damages, an assessment of the functional condition of the sewage
system, stormwater drainage system, whether there were drainage problems, and consultation of
experienced and competent contractors for the most appropriate and effective solutions to complete
those tasks.
My responsibilities were divided between social, urban, and architectural tasks. My daily time
percentage was about 20% social, 30% urban, and 50% architectural and landscaping tasks. The total
length of time I spent in that experience was almost 12 months.
The strategic framework focused on developing that neighborhood of Erbil City; suggested fulfilling few
improvements to the master plan of that area and to establish baseline information related to the
physical, social, and economic context of the site and surroundings. That background information has
established the new urban scene, functionality, topography, and existing uses. It has highlighted the
current zoning regulations and applicable planning policies, as well as any particularly important
opportunities and constraints relevant to the site.

In regards to reviewing engineering plans and drawings experience;
With regard to my subprofessional engineering experience in practicing the reviewing of engineering
plans and drawings:
While working with Sammi Construction Co. in 2007; and my job title was an Architectural Job Captain,
we were developing the urban fabric of one of the mix-use areas in the city of Erbil, Iraq. It was
important to evolve landscape components in that fabric and to integrate between hardscapes and
softscapes elements in order to reach a cohesive design that is beautiful and functional as part of that
urban development.
We began to identify and diagnose the nature and shape of the land in that area and what are the
missing elements in the urban landscape, and what are the needs of the population of that district in
different age groups. Their age groups were predominantly young, ranging from 11 to 26 years. They
represented the highest age group in the neighborhood, but at the same time we did not neglect the
category of adults and elders who need open green spaces, walkways and green ground cover.
We have created one soccer field, four multi-game courts that offer paddle tennis court or basketball
court. Also, we have created natural green ground cover and seating areas for those whose look for
nature environment. The walkways have been created to connect those components to each other
smoothly.
