Low inmate populations is not even a real world scenario, however, the sake of argumentative purposes, this can be correlated with two main reasons. 1)  overcrowding has generated an extensive financial burden, thus, low level offenders are released to compassionate for the financial burden. 2) Restorative justice within this given locality is working, however, we can also consider retributive influences. With the constant shifting of inmate populations from state to sate and prison to prison, no, lower population of inmates does not equate to a lower crime rate. This is a common facade in the criminal justice system, manipulative perceptions. Welcome to the US Justice System.
