Abstract

The health care system is based on the interdependence of the roles of various
practitioners. Each category of practitioners is paramount for the functionality of the health
system. Although registered nurses form the bulk of health workers, their availability has been
chronically below the demand globally. The shortage has been occasioned by a plethora of
factors at various levels, from the management of health facilities to the training of nurses.
Arguably, the deficit is an indicator of the failure of the American Nurses Association to lobby
for meaningful changes in funding, working conditions, inter-professional relations. Health
consumers bear the brunt of the shortage through substandard health services, which could be
life-threatening if the nurse made a medication error out of fatigue.

Nurses play a critical part in the health system and constitute the largest proportion of
health care practitioners. According to Haddad and Toney-Butler (2019), there are 3.9 million
nurses in the United States. Statistically, the demand for nurses in the US is expected to rise by 1
million over the next year. The American Nurses Association estimates that the number of
registered nursing jobs by 2022 in the US will exceed any other profession with a 15% growth
rate (Ouston and Caldwell (2017). If the existing shortage is to be remedied, the Bureau of Labor
Statistics estimates that an additional 11 million nurses will be required. The problem is not
unique to the US; it is prevalent in most economies globally. The rising shortage presents a
public health concern with the potential to adversely impact the quality of health care.
