Bay Delta Conservation Plan
Bay Delta Conservation Plan (Twin Tunnels Project) is a controversial $25 billion plan
in California that was initiated by California Department of Water Resources. It is aimed at
building two major tunnels to carry fresh water from Sacramento River to State Water Project
and Central Valley Project. Proponents argue that the tunnels will be beneficial because pumps
will no longer pump directly from the delta. The tunnels will also curb the effects of global
warming such as sea level rise hence protecting state water system. It is also argued that the plan
would reestablish a natural river flow direction in the South Delta by 46-160 percent. The project
construction is set to begin in 2017 and end by 2026. However, in my opinion, the project is a
major fail and setback to the state.
There are various reasons as to why the project was inappropriately promulgated as
compared to the benefits that would accrue from it. The two tunnels build during the plan are
considered closely associated with Governor of California, Jerry Brown (Bay Delta Conservation
Plan). This is to mean that the whole plan will be supposedly benefiting the minority and is
politically based yet the majority citizens will rarely benefit from it. The project will negatively
impact the delta, agricultural activities, recreational activities, ecosystem restoration and reliable
