Reflection
There is still danger due to the tornadoes and hospital authorities want me to stay and
help them as need arises and assist them in the rescue operations. On the other hand police are
asking to leave and help find the other wounded with the van. According to the three ethical
principles of triage rule the utilitarianism, priorities and being able to withhold the treatment to
an injured party who don’t believe have to be taken into account if working under FEMA. As for
the situation and based on triage I should stay as the people in the hospital and the authorities
know me and also believe that I can be of some help to them. They are also not sure how the
situation will be and want somebody who can help them effectively and efficiently. They want
me to be with them in case of any emergency situation and help them with the rescue and support
for the patients as they are also frightened and in tender situation. If I am there with them they
feel confident and get some encouragement. They have confidence in me and believe that I can
be of most useful and helpful in times of difficulty. Also I know the situation and was living
with them in the temporary shelters. I helped the authorities move the patients to the basement
and so I know with whom I can work best and whose help I can take. Based on these I can be
sure that I can be of maximum helpful if I stayed back. The police authorities want me to assist
them in finding the additional wounded with the remaining van. They want the help be extended
to the people still in need of and who are holed up in the van they are not sure who are there and
how many are there and what is their situation. The police want me to go out and rescue as many
as possible and do the best I can in the rescue act. The police are not sure what is in store and
they want my help in assisting them. They want to take the rescue act further and extend a
helping hand to as many as possible. In this critical situation and without knowing what is in
store it is like searching and trying to go about hoping for the best. So under the FEMA rule of
triage I have to stay and help the rescued people.
If I am not working under FEMA I would go out and try to help as many as I can who are
struck up and who are in need of help. My point would be since the people rescued and are safe
presently can handle their own situation and the hospital authorities can do as much as they can
to help these people I should go out for the people still holed up and waiting for help desperately.
It is like shooting arrow in the dark but have to give a try to see if there is anyone who needs help
and who needs to be rescued. There may be success or may not be but have to go out and see if

there is someone needing help on humanitarian grounds. I can think out ways to rescue people
and try to instill confidence and belief in those people that they can be saved and rescued. I can
freely carryout my own plans according to the situation and surroundings but not to rules in those
difficult circumstances. I can use my own discrimination and act according to the situation. I
need not wait for approvals or permissions to implement my actions in which we lose precious
time and many precious lives would be at risk. I need not act according to the directions of
people who are not in that particular situation and who do not understand the intensity of the
situation to a larger extent. So if I am not subject to the rules and not working under any
authority I will freely leave the rescued patients with the hospital authorities and join the police
in rescuing the people who are wounded and waiting for the help. It takes some risk but in such
situations all we have to do is take some risk and do the possible amount of help which we can to
the large number of people who are there in the dark without any hope and unclear of their future
and the things to come ahead. So I would definitely leave the patients in the hospital basement
and with the hospital authorities and go out to help others who are in need.
The triage rule has three main things stated that are like utilitarianism stating that do the
greatest good for the greatest number of people. Also the plan should address to this view.
Secondly, the priorities should be we have to save those who we think we can save and leave
them who we cannot save. The final point is that triage allows you to withhold treatment from
someone who you don't believe you can save, so that you can save those you can save. Being
able to withhold treatment to an injured party is the crux of the notion of triage. Overall triage
means that you help those who can be benefited and those who cooperate and also those who can
be saved and not spend time and resources around someone whom you think are not benefited by
your efforts. In crises management situations using the triage rule may not be always best as
they that take the decisions don’t know the intensity of the situation and they just get the report
and an outline of how the situation and circumstances are. They might not take the situation as
serious as it looks and may take decisions according to the general view. They cannot sometimes
analyze the priorities and take delayed decisions which will spoil the whole situation and put the
team which is in action in capable to carrying their duties to the fuller extent. On the other hand
in few cases it would be helpful as those people who get a clear view of the situation can plan
coolly without any mess up and can analyze the situation and can plan as the situation demands.
They can guide those rescue teams properly with clear and specific instructions of how to carry

the rescue operations. They can support the rescue teams and they get reports from different
areas and thus they can be capable of making right decisions at right time.
Our team were a bit uncomfortable due to the triage rule as we could not go freely ahead
and has to wait for the instruction from the higher ups and then proceed, in the mean time we lost
precious time and also we were looking unto the authorities for everything. We have to wait for
the supplies and resources to carry rescue operations which made our waiting time too long and
we could not speedup the rescue operations as we were waiting for instructions. Also sometimes
the instructions are biased and do not keep the priorities intact. In the passage read it is
mentioned as to how the less privileged did not get priority. As mentioned the Hispanics , blacks
and immigrant workers suffered most from the South Miami disasters causes by hurricane
Andrew. The poor in Louisiana suffered and continued to suffer due to the hurricane Katrina.
Same way the haves and have-nots were discriminated and suffered due to the triage rule as the
people in authority and decision making have shone disparities and discrimination in the past as
recorded by many historians. So it is not completely correct and completely wrong to follow or
not to follow the triage rule in times of disaster and emergency. The rescue teams are
handicapped and cannot go out at liberty due to the instructions from the people who dictate
terms and direct the proceedings according to their own discrimination and will which will affect
the people who are directly involved in the act of rescuing. This will sometimes effect of people
who are going about sincerely and with lot of zeal to slow the process and lose interest in the
work they do.
If I worked for Michael Brown as a team leader and face the situations as described in the
first passage then I will take a step further and record my requests fervently and if there is no
proper response we will go ahead without waiting for his response and try to get help from other
sources as there is a tornado in waiting and if this is not faced with full preparation there would
be a disaster and as a leader I have to take this step. Otherwise the team will lose interest and
would be handicapped and would not be empowered to do the things they can do to the full
