What have been the
principal differences separating post World War II Germany’s experience
from that of post-communist in making their individual transitions to
democracy and competitive economic systems? To what extent do these
differences explain why Germany succeeded in making its transition in 20
years, but Russia has seemingly stalled in its efforts to do so?
Finally, do the experiences of these countries offer any insights as to
the likelihood that Iraq – assuming it survives the current challenge –
will be able to democratize successfully over the next decade or so? Why
or why not?
