The statement is referring to the ability that every managers posses, the ability to functional guide their organization, teams/departments, and/or individual. I do agree with this statement, however, it is a voluntary behavior that many do not poses, it is acquired over time and through experience. One example would be that of corrective actions in which each manager can effectively provide re-directional guidance for their behavior. Another example is the ability to effective influence their teams.
