I.

There are various other policies that have been formulated in the last number of years that
seek to protect children from this social problem. Although these policies have been
effective in protecting children from abusive households, there are still various cases of
child abuse and neglect across the country.

The caregiver abuse penalty policy is a proposed policy alternative that will result in the
enactment of severe punishment for parents and caregivers that are responsible for
abusing and neglecting their children.

III.

The basic social work values include social justice, service, integrity, competence,
dignity, and worthiness of the individuals and the importance of central relationships. The
policy alternative is in agreement with the social work values as it values the life and
importance of a child’s life.

IV.

The policy alternative is and economically feasible in the country. This is because the
policy allows the government and legal authorities to enact legal punishment to abusive
caregivers and parents.

V.

The child protective services (CPS), federal and state government are some of the forces
that are for the policy. There are several federal and state laws that protect children from
abuse and neglect.

Policy advocacy influences the governing bodies in ensuring the policy alternative is
represented and accepted by the government. Some necessary policy advocacy skills
include; speaking, analysis, and persuasion.

VII.

Clinical social work practice focuses on the diagnosis, treatment, and prevention of
clinical mental illnesses and addressing emotional, behavioral and psychological
challenges that have an effect on their current quality of life.

VIII.

The policy should be able to support the needs of clients that require clinical services.
The policy should allow for counseling and observance timelines that will allow for the
government and other social workers to monitor the behavior and performance of the
clients that require clinical services.

IX.

The advocacy activities including gathering of information on the policy and presenting
this policy through eloquently speaking this information to the relevant authorities and
governing bodies will be effective in resolving this social problem.

THE SOCIAL PROBLEM
• The social problem identified is child abuse and neglect
• Neglect can be defined as a failure by parents or guardians to provide basic
needs like food for their children to the extent of putting the child’s life at risk

• Child neglect is the failure to offer the essential needs of a child, for
example, food, clothes, shelter, healthcare, supervision, among other needs
(Runyan, 2002).
• Child abuse is the act of parents to abandon their responsibilities of
attending to a child, and as a consequence, the child experiences
emotional harm, physical injury, or even dies (Runyan, 2002)

• Adoption and Safe Families (ASFA) Policy
• This policy was established in 1997 to address concerns that had been raised
about many children staying in their foster homes for longer periods and

some being placed to multiple foster cares from time to time (Wulczyn,
2006).
• It aims at ensuring that there is timely and proper planning for a child to have
a permanent home, and above all, the security of the child is paramount.

ACCOMPLISHMENT OVER THE

• It has as served to reduce instances of child maltreatment by their foster
parents and improve child security.
• The number of children under foster care has been increasing steadily hence

reducing the extent of child abuse and neglect.
• Advocacy for more adoptions have led to an increase in adoptions in the
past term so curb abuse.

CHANGES MADE
• The incorporation of patient education on family planning and financial
management while facilitating the employment of more health practitioners
to ensure its implementation will affect both clinical workers and their clients.

This is because the policy fails to address the issue of inadequate clinical
social workers more so in rural America.
• Enhanced research studies to understand the extent and nature of child

abuse and neglect and more ways this can be addressed without filling up
foster care homes for prolonged time periods.

• Generally, I learnt that advocacy is a fundamental part of social work as it is
through advocacy that change can be implemented.
