This week you are asked to write a critical literature review of between 7-9 pages covering the points below.

As you have seen in the lesson and your readings, there is a great deal of current consternation about the size of the U.S. federal budget deficit and what to do about it. Review the literature and, as you do so, make sure you cover the key arguments surrounding the issue. Draw your points from the scholarly literature dealing with past federal administrations as well as contemporary writings in current affairs. Then conclude with a section summarizing the literature you have reviewed that also develops your own argument for what you consider to be the best policy response you have reviewed and why. Include up-to-date statistics and other evidence you find in primary government (and other) sources to support your argument and ground your policy modifications.

Use at least 5 peer-reviewed journal articles and at least 10 other resources. You can draw some of these from your supplementary reading list and the links/references in the lesson. However, supplement these further with independent research, particularly government websites. Please cite all sources perfectly in APA style.

This site gives some extremely useful instruction hands-on on how to write a good literature review. You will find several short literature reviews here, broken down sentence-by-sentence with a clear explanation of exactly what each sentence is attempting to do/achieve in the review. It even highlights in bold text the kind of language and phrases you will find in all good literature reviews from Master’s level, to Ph.D. to journal articles. The journal articles you review will almost certainly also have a literature review section you can evaluate and emulate too. If you need more information on how to research for, compile structure, and write an excellent postgraduate-level literature review, you are almost guaranteed to find what you are looking for in this detailed guide. This assignment, and the research you do on literature review writing for it, will provide some excellent preparation for when you come to write your Capstone Thesis.

Assignment Instructions

This week you are asked to develop your analytic response to the following questions in a multimedia project using Knovio or Prezi.

What does your state budget look like? Where do your state revenues originate? What are the expenditures? How does this compare to the federal budget?

Your analysis should be formally presented as a multimedia presentation. Substantively, it should first identify your state and the key figures/policy areas/time period(s) you will be looking at. Then it should cover the major policy concepts and how they apply to the budget, identify the key stakeholders, and review the development and implementation of the budget. Zoom in on taxation strategies (state personal income tax, state sales taxes and any other tax issues you feel are important) and major expenditures. Include a portion of a project where you evaluate the effectiveness of the policy and its ability to meet stated goals. Also include a critical comment on how well you think the key elements of the budget follow the economic principle of equity. Finally, offer some carefully considered recommendations for improving or modifying the policy. Situate your analysis in the contemporary policy literature where you can and include appropriate citations in APA style. The final part of your project should therefore contain a perfect APA-style bibliography.

Running head: ASSIGNMENT TITLE HERE 1 Typing Template for APA Papers Student Name University Course Date ASSIGNMENT TITLE HERE Abstract (not required for this paper) An abstract is a brief, comprehensive summary of the contents of a paper (American Psychological Association, 2001) that runs a maximum of 120 words. It should contain a synopsis of the points in the paper, but also be readable and well organized. To use this page of the template, simply delete this paragraph and start typing. The formatting should stay the same. 2 ASSIGNMENT TITLE HERE 3 Typing Template for APA Papers This is an electronic template for papers written in APA style (American Psychological Association, 2009). The purpose of the template is to help the student set the margins and spacing. Margins are set at 1 inch for top, bottom, left, and right. The type is left-justified only—that means the left margin is straight, but the right margin is ragged. Each paragraph is indented five spaces. It is best to use the tab key to indent, since five spaces on the computer is different from five spaces on a typewriter. The line spacing is double throughout the paper, even on the reference page. Two spaces are used after punctuation. The font style used in this template is Times New Roman and the font size is 12, which is now required in APA 6th edition. First Heading (Introduction) The heading above would be used if you want to have your paper divided into sections based on content. This is the first level of heading, and it is centered and bolded with each word of four letters or more capitalized. The heading should be a short descriptor of the section. Note that not all papers will have headings or subheadings in them. First Subheading The subheading above would be used if there are several sections within the topic labeled in a heading. The subheading is flush left and bolded, with each word of four letters or more capitalized. Second Subheading APA dictates that you should avoid having only one subsection heading and subsection within a section. In other words, use at least two subheadings under a main heading, or do not use any at all. Conclusion ASSIGNMENT TITLE HERE 4 Wrap up major points in a few sentences. When you are ready to write, and after having read these instructions completely, you can delete these directions and start typing. The formatting should stay the same. However, one item that you will have to change is the page header, which is placed at the top of each page along with the page number. The words included in the page header should be reflective of the title of your paper, so that if the pages are intermixed with other papers they will be identifiable. When using Word 2003 at a minimum, double click on the words in the page header. This should enable you to edit the words. You should not have to edit the page numbers. In addition to spacing, APA style includes a special way of citing resource articles. See the APA manual for specifics regarding in-text citations. The APA manual also discusses the desired tone of writing, grammar, punctuation, formatting for numbers, and a variety of other important topics. Although the APA style rules are used in this template, the purpose of the template is only to demonstrate spacing and the general parts of the paper. The student will need to refer to the APA manual for other format directions. A sample reference page is included below; however, this page includes special spacing and formatting. The examples on the following page include examples taken directly from the APA manual. ASSIGNMENT TITLE HERE 5 References (samples) Daresh, J. C. (2004). THE US FEDERAL GOVERNMENT DEFICIT

2

The US government has strategized its economy in such a way that it allocates specific
amounts for different segments and works on managing them to bring a positive impact to the
nation. During these actions, they might end up in situations that force them to go out of the
budget than expected due to emergencies, which brings a deficit. A budget deficit can be
described as a position when the expenses are more than the revenue, which represents the
financial health of the country. Some anticipated policies or events might be the cause of the
deficit. Countries can deal with these situations in different ways, like the taxing and spending
sectors. The US has experienced a shortage for many years, and that seems to be getting higher
with time.
According to (Amadeo, 2020) statistics collected show that the US experienced a deficit
of $1.09 trillion in the fiscal year 2019. The spending was at $4.53 trillion, while the estimated
revenue for the same period was $3.44 trillion. Such a difference is also expected in 2020, which
measures from October 2019 to September 30, 2020. All that occurred as the government
spending went higher than expected or as budgeted, since there were many emergencies. It works
just the same as businesses, whereby companies expect to get more returns from their investment
as compared to the amount of money they spend on it. If they are on the right side, they make
profits, while the worse results into losses, which is the deficit for the government parties. When
such a situation continues, they are building the debt and it might be difficult to regain their
economic conditions.
Eberly & Stock (2019) describe that research conducted seven years ago indicated that
the US would experience a budget deficit from 2016 to 2026 and even many more years due to
the economic predictions in place. The results of this information have manifested to be accurate
as the country is facing these conditions. The research also predicted that 2018’s deficit will be

just 3% lower than the GDP and might rise to 4.9% by 2026. These projections also accurately
show a debt of $9.4 trillion within this ten year period, which is moving towards the same
direction as of 2020.
The difference between Debt and Deficit
These two terms are an indication of economic struggles for countries or even
organizations as they indicate different states of their finances. They are, however, different in
the way they occur and the dynamics involved. A budget deficit is when government spending
exceeds the collected revenue after a specific period. If the comparisons are made on an annual
basis, then the nation has spent a lot of funds on varying activities than they have gained from
the revenue generation sources (Bernstein, 2019). That might be due to the occurrence of any
unavoidable situations, which made it necessary to invest funds in solving them (Amadeo, 2020).
It could also be due to the condition of the income generation sources, which are profoundly
affected by the current economic status. If these sources are no longer as reliable, then it means
they will reduce the revenues. At the same time, the expenses are either at the same rate or
increasing depending on the underlying factors.
A debt, on the other hand, is the entire accumulation of each year’s deficit, which means
that the country owes itself for the amounts not achieved. A debt is long term and much higher as
compared to the deficit accumulated for a year. In the context of the US, their deficit counts from
2016 to 2020 and will continue to do so until the country is in a position to pay it (Arestis,
Cipollin & Fattouh, 2004). Payment, in this case, means reducing their spending and increasing
the revenue at all costs until they cover all the deficits. The national debt is at its highest level,
and recovering it would require a lot of changes in its economic policies to activate the economy
more.

Causes of Budget Deficit
Many researchers have established their reasons for the US’ current deficit, which is the
reason for the economic tension expected in the future. Some of the reasons for the situation
range from terror activities, tax cuts, as well as the exclusion of mandatory spending in the
budget. They are part of the unavoidable activities that the government needs to perform and
spend a lot of funds to keep the company running, which results to the budget deficit in the long
run. There is also a great connection between these and economic development as they are
expected to either show a positive or negative impact on the country. They are discussed as
below:
War Terror
The kind of experience with terrorism in the US has resulted in spending more money
than it was ever planned. These activities are unexpected, as every country works towards
maintaining top security for its citizens (Boskin et al., 2019). When they occur, it is necessary for
the lawmakers and budget planning to come together and reimburse funds to deal with such
instances. For the US, the 9/11 attacks introduced the need to develop the strategy of war on
terror. The nation was not prepared during this terror experience as seen through their disaster
approach to deal with the armed attackers. They had to utilize their forces which was under
equipped at the time and reduced the efficiency of the rescue activities. Such resulted into
increased causalities, making it necessary to introduce the war on terror and make it part of the
budget.
Overseas Contingency Operations (OCO) added almost $2.4 trillion to the government
debt since 200. The general spending in defense saw an increase to $855 billion, which has
maintained that level. Other aspects affecting this budget include veteran affairs, National

Nuclear Security Administration, as well as Homeland security. The terror events in 9/11 were
enough to show the need for setting aside funds to deal with such occurrences, and that was a
source of a deficit for the government (Shaviro, 2014). They have to set aside a lot of resources
that establish the required measures to deal with any terror activities when they occur.
Trump administration has increased the spending to $989 billion, which includes all the
departments of security protecting the internal and external borders of the US. Military expenses
are higher as compared to almost 10 of the most significant expenditures in the US combined. It
is also three times and ten times more than China’s and Russia’s expenses in defense,
respectively (Eisner, 2010). It seems almost impossible to reduce the budget deficit without
interfering with the funds in the defense department as it has the most significant impact.
Tax cuts
Reducing the taxes on individuals, businesses, and corporations might seem like a great
way of developing the economy. Still, it minimizes the government revenue, which in turn
