It is important for program managers to have a clear understanding of the contracting
process because of various reasons which include being aware of the legal framework. The
program managers should be aware that the contract is carried out under a legal framework so
that they can efficiently use the available resources of the organization through the involvement
of the legal concepts so as to ensure success in the process. The project manager should know the
commonly useful fundamentals concerning the contract process that relates to the world over and
when to involve a legal department.
The second reason is the program managers to be able to outline the requirements which
are essential. The program managers should understand the contracting process so that they can
know the contract functional and the technical requirements that are needed to make the contract
