INTRODUCTION
This paper seeks to give a highlight on the historic phenomenon of the impeachment of
the president of the United States, President Bill Clinton. The paper seeks to give the reasons for
the impeachment, the people and the authorities who were involved. The paper will keenly
examine the intervention of the jury, the investigations by the Federal Bureau of Investigations,
how the president denied the charges of sexual harassment against him by the lawyers of Paula
Jones. It will further explain the immune provided to the co-accused and her family if she
cooperated to provide evidence against President Clinton (Clinton, 1999). Furthermore, a
summary of the involvement of the public and the congressional representatives will be provided
and then a conclusion will be provided.

BACKGROUND INFORMATION
The main topic of this paper is the impeachment of President Clinton. The President was
accused of misusing powers and lying to the jury against oath of allegiance. The President was
impeached after he confessed to misappropriating powers, misleading Americans and his family.
The President survives on the first charge when the two-thirds majority was not reached. He also
survives the second when the result became a tie and the charges against him were dismissed
(Posner, 2009).The congressional process that affects the powers of the president is the voting
whereby the fate of a sitting president whether to face impeachment or remain in office depends
on the voting democracy. The whole process of jury charges against the president, the deputy
president presiding over the presidency, and the senate being sworn in as the perjury creates a
political vacuum, which could be filled any moment.

Bill Clinton, the 42nd President of the United States was impeached by the House of
Representatives on two charges, one being perjury and the other obstruction of justice. This
impeachment was as result of a series of events following the filing of a lawsuit by Paula Jones
on May 6, 1994, in the Eastern District Court of Arkansas. The complaint that initiated the
lawsuit connotated the allegations by Ms.Corbin that her federal civil rights were violated by
President Clinton back when he was the governor of Arkansas and she was a state employee. The
allegations revealed that the President had invited Ms.Corbin to his hotel room where he made a
crude sexual advance on her which she rejected.
Following the filing of the lawsuit by Ms.Corbin, the attorneys of President Clinton
made a move to delay any proceedings in this case. They argued that it was a constitutional
requirement that any proceeding be deferred until his term in office had come to an end.
However, the Supreme Court had ruled against the President regarding the deferring of the
proceedings. Therefore, the decision by the Supreme Court allowing the lawsuit to proceed led to
the commencement of the pretrial discovery. This meant that witnesses were subpoenaed to
provide information related to the Corbin’s incident implying other sexual approaches by the
President to other women and this was against the objections by the President Clinton’s
attorneys.
The Judge in this case ruled against Ms.Corbin her reasons being that Ms.Jones did not
provide adequate evidence to support a viable claim of intentional infliction of emotion distress
