Policies are very vital in organizational management and performance, and they can
create a great impact on the organization if correctly implement. Organizations such as
Medicare, value policies and translate the policies into actions to influence the daily lives of the
individuals within the society. The implementation of policies helps in the enhancement of the
organizations daily activities increasing the performance ration of the organization. The policies
help the Medicare organization or services develop a perfect organization culture (Arshed,
Mason, & Carter, 2016).
To ensure the effectiveness of the policies and its related activities and schedules, there should be
an implementation of a review monitoring technique. The gathering of data and information
related to the policy in the review is performed then the decision is reached whether the policy
has a positive or negative impact on the organization. The feedback about the policy from the
employees within the Medicare organization would suggest whether the particular policy is
effective or not effective. It is very important to understand the policy development and
implementation process to enable the advocacies of some issues influencing the organizations.
 Before the actual implementation of the policy process, there are rules and states that
have to be traversed for the success of the implementation process.
 The implementation process should not face intense insurmountable external constraints
such as the policy should not surpass the jurisdictional or constitutional limits of the



 Each and every state has its rules and domains for governance different from other
states, so the implementation process is unique state wise. It also differs from country to
country and every nation has the laws governing that.
 There must be adequate staff and resources in the implementation of the policy to
perform the process of policy formation and implementation process
 There must be time and the resources necessary for the initiation of the process because
the policy may be good but takes more time to implement.
 There must be compatibility between the premises and the policy to be implemented
 The relationship and the cause of influence of the policy must be direct and not
tampered with in the organization.
 There should be dependency relationship that should be limited or kept at low profile
because if the implementing agency depends on other the more the authority would be
 The basic aspects of the policies should be agreed upon and understood by the
organizational members both local and executive
 The task must be scheduled and specified in an appropriate sequence.
 There should be coordination among the organizational team enhanced by perfect
communication for the implementation of the policy.
 There must be total compliance in the organization implementing the policies, and the
members must collaborate for the perfect initiation of the policy implementation
There are five basic steps in the Medicare policy making process involved in the formulation,
adoption and implementation of the policies.
