Introduction
Medicare Part D legislation is also known as Medicare prescription drug benefit. The
programs are funded by both the national and federal government in the United States. It aims to
reduce the cost of prescription drugs as well as prescription insurance premiums for all Medicare
beneficiaries. This legislation was enacted in 2003 and came into effect in 2006. This plan
covered more than 55 million below and above 65 years of age (McGuire, Newhouse & Sinaiko,
2011). Since the plan was one of the largest in the health sector, it arose interest from different
stakeholders from all quarters. The stakeholders included those from the two main opposing
parties in the United States. These are the democrats and republicans. The other stakeholders
included the government, private health providers, and the elderly people in society and
advocacy groups.
Influence of Various Stakeholders
The big brains behind the whole of the Medicare part D legislation are linked with the
Bush administration. Thus, the bill would be supported by most members of the Republican
Party and opposed by members of the Democratic Party. The law was passed in Congress since
most members of the house were from the Republican Party where the president was aligned to
(McGuire et al., 2011). Additionally, other important members such as the Senate majority
leader and Committee chair came from the Republican side and had more influence on the whole
legislative process.
