You can re-arrange the formula as  y=-2(x^2-4x-5)=-2{(x-2)^2-9}

Now you see that, in all cases (x-2)^2 >=0 ,then you can have, (y/(-2))+9>=0

This implies,18 >= y

Now you see,y has a maximum of 18 .This point is called the vertex.The coordinates of this vertex point is (2,18)

Your other question is not clear.As I understand what you have to do is just plotting and mark the maximum point as the vertex.
