Role of Congress
The purpose of Congress per the founding papers was to handle all legislative actives.
In other words, Congress is the only department in the government that can enact new laws or
modify existing ones. Government agencies have the full power of the law to issue
regulations, but only under the authority of legislation established by Congress. The president
can reject the bill, but Congress can also revoke the veto by a two-thirds vote in the Senate
and House of Representatives (Wire, n.p).
It was formulated to help in determining the annual budget of the government through
its legislative powers. It was established to set a debt ceiling. It limits the outstanding debt
that the United States may owe, collects taxes and duties, and funds essential government
services. According to the founding papers, the Congress was established to oversee the
executive branch of the government. The roles of the Congress have changed over time.
Initially, the Congress was appointed to oversee the budget. Significant changes have taken
place in the executive branch since the new Constitution was adopted. This is mainly due to
amendments. The tenth amendment has reduced the powers of the Congress.
Primary Duties of U.S Congress
Legislation- the U.S constitution has granted the Congress powers to create laws.
Anyone can create rules, but only members of Congress can enforce legislation. Outstanding
bills have traditionally been proposed at the president's request, such as the federal
