How can human lungs get enough oxygen from the atmosphere even though the percent composition of oxygen in the atmosphere is so low.

Human lungs are able to do this because they use alveoli for gas exchange. Alveoli are only one cell thick so the diffusion process can take place rapidly at the slightest concetration gradients.
