Option #1: Analyzing a National or Global Healthcare Policy Topic: HIPAA (see next attachment for references) For the Portfolio Project, you will complete a two-part assignment (further explained below). Create the documents in the vein of a presentation that you might share with a community group that is having a policy explained for the first time; pretend that the group has no knowledge of what happens behind the scenes to create and implement a healthcare policy. You will not actually be required to present this to a group, but prepare the project so that it would be acceptable for an audience of that nature. The two documents are as follows: 1. A mind map (via the Text 2 Mind Map site) https://www.text2mindmap.com/ Depicting the essential points and subpoints of your topic. Think of the mind map as a visual outline that addresses the questions listed below. 2. A narrative explanation that covers the rationale, research, and processes involved in creating this healthcare policy. The narrative essay should serve as the commentary to accompany the mind map if it were being presented to the group mentioned above; it should be 4-5 pages in length. Instructions: In this Portfolio Project, you will analyze a national and global healthcare policy. Select a specific federal healthcare policy (other than the Affordable Care Act) to review. Provide information related to the following points: What was the name and introduction process of the original policy? What research was conducted and/or analyzed to determine the need for the policy? How was the policy promoted or lobbied against at the federal level? What is the impact, or intended impact, of the policy? Consider the viewpoints of multiple stakeholders, and include financial impact. How does this policy affect other healthcare policies? Explain any moral or ethical implications of this policy. Are any other countries currently working toward a similar policy or has another country successfully passed a similar policy? Is the process similar or different? Adhere to the following standards: The narrative should be 4-5 pages in length, not including the title or references pages. Support your interpretation with evidence from at least four peer-reviewed journal articles. APA format is required. Each reference must be cited at least once in the paper. Introduction
Over the decades the world has been shaken to its roots by the civilisation aspects brought
about by industrial and technological revolution. However, social concerns for the prevalent
diseases that endanger mankind has risen and this has made major government institutions lobby
towards making the healthcare a human right. This has been the greatest step to ensure survival of
the working and aging population. The case of health frauds brought a new dimesnion to the system
that rocked it with new concerns and ideas. Initially only property that were lifeless had insurance
schemes, but since it was realised that health could also be inputed;efforts have been made in
insuring health. Also, health care dwells and relies so much on information, but is it right to share
this information with anyone? The HIPAA policy discussed below addresses this.
The Name and Introduction Process of the Original Policy
The HIPAA was introduced by the Congress action on August 21, 1996, as a solution
towards health reforms in the states as a component of the social security act; it aimed at having
more Americans with health insurance and being provided with efficient health services. The first
version issued for commentary was the HIPAA privacy rule. The final version of the policy was
issued in 2002 after many consultative actions. The HIPA was an amendment to the original
Internal Revenue Code of 1986. It mainly focused on the improvement of the health insurance
policy to ensure that it is continuous and effective. It also built on the simplicity in acquiring health
insurance for an individual and minimize cases of wastage and fraud. In 2003 the policy was
inclusive of ‘the privacy rule’ (Federal government of the United States, 1996). The insurance part
