Health Insurance Portability and Accountability Act
The Health Insurance Portability and Accountability Act was enacted in 1996 by the
United States Congress. This health act was enacted to provide constant and consistent health
care coverage to the American workers in case they lost their job or when they changed their
jobs. It ensures portability of health care coverage in the sense that if one switches jobs they will
still be covered under their previous health care plan (Annas, 2003).
When someone switches jobs and they move to another state, he or she will still be able
to access medical care and attention in the state that they have moved to. This Act protects the
workers as well as their families by providing opportunities to them to enroll into a group health
care coverage plan once they get married or they acquire new dependents. If they get new
dependents they will be covered as long as they were under a specific medical plan.
Since HIPPA came into place, cases of fraud and abuse in the health care sectors have
reduced as compared to previous times. Key to this act is the privacy and confidentiality of the
