There are barriers that exists in the systems in health care and hinder achievement of
some objectives. This objectives include:
Ethical and Legal Issues with the Exchange of Patient Information.
Everyday health care systems undergo ethical and legal decisions. The barriers
may concern medical practices, treatment, management of the hospital and other
arising matters. Ethical issues requires immediate action like making decisions on
behalf of the patient or right to abort. Generally, actions in health care distinguish
whats right or wrong and usually have lasting effects in the future. Serious issues have
to be addressed that include gaps in legislation where federal legislation seek to
protect health information. One example of the law is the consumer privacy Bill of
rights that patients have a right to some levels of patients. Federal legislation like
HITECH Act and HIPAA all try to safeguard the health information. The Health
Information privacy bill of rights aims at protecting Americans and privacy of all
health information making it difficult for acquiring of patients information. The
second barrier is a lack of trust since having and maintaining patients trust is the basis
of a good health care system. Lack of trust affects the willingness of a patient to
disclose important health information and this can use dire consequences. A study

shows millions of Americans avoid treatment every year since they feel their health
data is not safe or private. The third barrier is lacking of patient control. One wonders
who controls the modifying and sharing of that data especially electronically since
with rerecords on paper, controlling was not a problem. On information which was
more sensitive, that issue of control would be critical therefore patient privacy is an
important right that is increasingly challenged as there is increased patients
digitization and accessing the records increases gradually. Patients should not give out
their privacy rights to get health care(Williams, T. L., May, C. R.2011)..
Technical Training and tools
Buying equipment and restructuring staff responsibilities is quite expensive and
time consuming. In order to build an effective telemedicine program training is
important to managers, physicians and other staff on the new system to ensure
stability of the ROI. There will also be a decrease of the staff since one nurse can
monitor more than 30 patients at a go despite the location all through services of the
