on whether leaders are made or born. Based on available evidence, even though some talents that
people are born with may be important in leadership, leaders are made rather than born. Leaders
have to learn to unleash their potential and accomplish the four moral goals. Therefore, in
criminal justice, leaders have to be made and taught how to accomplish the four leadership goals
to the system.
Leadership involves learning and adapting to the changes around. Therefore, leaders are
