Introduction
The emergency management was initiated during the time when people initially formed
civilizations. It has really changed and reshaped over the last century. There were various events
that contributed towards the maturing of the emergency management. The events allowed the
federal government to conceive and implement a more proper method to address response and
recovery after a disaster. One of the essential approaches was the initialization of emergency
management occupation. The FEMA was established by President Carter in the 1970s that led to
the biggest changes in the emergency management.
The first event that was the Dust Bowl and its involvement to the mitigation theories. It
was the period of long drought that occurred in the Great Plains. It is referred as the era of Great
Depression when several disasters occurred and disrupted the farming activities and those living
in the Plains (Donat et al., 2016). The problem is believed to have been caused by severe drought
and over-cultivation of the land. The activities are likely to have led to erosion and the
development of forceful sandstorms. The consequences affected the already weak economy and
job markets, and until today, the extent of the effects is not known due to the poor economy.
The Dust Bowl influenced the federal government to initiate guidelines, payment of
farmers, and imposing strict policies for farming. The enforcements aimed at preventing future
Dust Bowl-like even from happening again. The government accomplished by starting
Agricultural Adjustment Administration which was responsible for paying wheat farmers if they
ignore cultivating sections of their farm. Additionally, the Taylor Grazing Act was formed in
1935 to extend the ability of the government to reduce the size of land cultivated through

was started by the USDA, which is an agricultural department. Some of these programs include
