Introduction
Background of the study
E-governance entails using information and communication techs to execute public
services, exercise democratic processes, carry out government administrative duties, support
relationships between citizens and the civil societies, private sectors of the economy, and more.
E-governance execution can be examined in terms of; policy framework, high-quality and costeffective operations of the government, engagement of citizens in the processes of democracy,
administrative and institutional reforms, and enhancement in the public services. According to
Dawes (2008), the United States has demonstrated that significant investment in E-governance
has only taken place in the enhancement of public services and improvement in government
operations. However, the least occurrence has been noted on the exploration of the
administrative and institutional reforms' implications of E-governance along with the
enhancement of democracy. As illustrated by Dawes (2008), Modern technology will continue to
find its way into government operations. E-governance will continually evolve for the
predictable future as it seeks to provide an active environment for ongoing learning and actions.
The continual advancement in technology proves the significant changes in operations in the
world. Governments should not be locked out in the changing spheres of operations and
governance. So, to say, governments should equally change with the changing technological
advancements probably to embrace E-governance. This will, in turn, enable easier and simpler
access to public services by the citizens, efficiencies and accountability, minimal errors, ease in
communication, among others. Technology, therefore, can greatly transform the government
with minimal Qualms.

Countries like North Korea, for instance, have embraced E-governance and just as
illustrated by Ahn & Bretschneider (2007), e-governance significantly provides a channel that;
promises increased economies of scale which in turn provides government services to citizens,
improves citizen's participation in government operations, enhances accountability and
transparency of the government. According to Ahn & Bretschneider (2007), E-governance has
yielded positive results such as improving efficiencies in government operations, improving
availability and accessibility of public services, providing pieces of information to citizens and,
building the public trust in government. Precisely, E-governance has the capacity of improving
governments' accountabilities, transparency, responsiveness, while it allows citizens also to
influence the decision-making processes.
Moreover, these improvements also create great political controls over the government's
administrators and bureaucracy through the enhancement of citizens' accountability. Just as
experienced in Seoul North Korea, political leadership is the key motivator to actualize the
efforts of E-government. Technology, therefore, has great impacts on the government. If used
wisely for the right purposes, they can transform the government into a way better institution
which not only focuses on an authoritative leadership type of governance but a liberal entity that
values democracy, public participation, transparency, and accountability.
Discussion on how technology transforms government
Governments today are under constant pressure to deliver better services to their citizens
with the dwindling resources as well as improve transparency in their service deliveries. As
