Requirements for announcing Federal contact awards
The Federal Acquisition Regulation (FAR) is regarded as a set of principles that aid the
government in the procurement process. These principles regulate the government's purchasing
of goods and services. Any award that is over $4 million has to be publicly announced.
Therefore, in this case, as the contractor, I will publicly announce the grant. Since the contract
involves purchasing 5,000 electrical generators for the army, it is evident that the price tag is
well over $4 million. A public announcement is the first requirement since I have to make the
information available on the awards. Additionally, the award has to be publicly announced in
sufficient time, and this is usually published by 5 pm on the day of the award. However, there are
three exceptions to contracts excluding them from this first requirement. The first contracts are
those placed with a small business under section 8(a) of the small business act. The second
exception is contracts that are placed with foreign firms when the place of delivery is not within
the USA. Finally, the last exemption from the first requirement are contracts that do not require a
synopsis under 5.202(a)(1).

concerning the contract to the local press and other media. However, local announcements can
only be made once the award has been sealed and after negotiations are complete, as described
under 15.503(b).
The purchase of 5,000 3kW electrical generators is estimated at $5 million and therefore
exceeding the threshold of $4 million, and the agency has to adhere to the two requirements. The
agency is therefore obligated to make both public and local announcements since information
regarding the contract has to be provided in detail (AFAR, 2016).
