The contemporary world has exhibited a lot of changes and advancements, including
technological ones that have changed the way organizations operate. Most organizations have
incorporated the technological changes to help them exploit the numerous opportunities that they
present. However, other than the benefits that these technological changes bring, managements
usually face some challenges in handling the changes in public organizations. This paper,
therefore, discusses the challenges that management faces, and the impact of HRD framework in
handling the technological changes.
First, the management usually faces challenges of resistance to change. Most employees
are typically resistant to change for two primary reasons. Some usually fear the unknown and
would, therefore, rather stick to their old modes of operations (Tidd, & Bessant, 2018). Secondly,
