Outline
1.

In your opinion, is it possible to avoid a clash of values in public service? Is it

desirable?
Values are innate characters that we hold deep inside us, that we view as good and desirable,
both to us and the society at large.
For these values to be desirable, they must be conforming to the biblical perspective of what God
wants us to do in particular situations.
It is desirable to avoid a clash of values in public service.
2.

Sometimes a professional in public service has to implement an imperfect law. Is

this ethical? Does compliance with statute trump every other consideration? (See
Chapters Four and Six.)
For laws to have the legally binding effect, it must fulfil a number of tests, according to
proponents of the natural law school of thought.
A good law is supposed to make the majority of people happy and serve their interests. The
second test is whether that law conforms to the believes and values of the society.
It is unethical to implement a law that is in contradiction to the measures of a perfect law as it
will not have a moral binding effect.
Compliance with every statute does not trump every other consideration.
3.

Should public opinion influence ethical professionals in public service? Why?

(See Chapter Three.) Explain your answer in ethical terms
