Information exchange is a core component of modern healthcare industry in order to
provide high standards of care. As more and more health practices and hospitals migrate from
paper-based health records to adopt the digital health record, the potential benefits of sharing
health data are becoming ever more substantial and clearer. Electronic health records (EHRs) are
no longer a static picture of a patient’s health but rather a dynamic whole of interacting units
geared towards capturing holistic and comprehensive depiction of the patient’s evolving health
status. Needless to say, creating this ever-changing and maintaining an up-to-date reflection of
current health status of a patient requires a high level of connectedness among an array of
stakeholders. Providers, EHRs developers, and governmental bodies have to work together to
realize the common objective to seamlessly share health information across EHRs. The technical
aspects of this efforts have given rise to the term interoperability.
Interoperability permits information exchange between EHRs systems. According to the
Healthcare Information and Management Systems Society (HIMSS) (2018), it has three levels
starting from foundational interoperability, through structural interoperability, to semantic
interoperability. The foundational level is basic and only achieves the ability of an IT system to
confirm receipt of information sent from another IT system but cannot interpret the data. On the
