Empire (Smiley, 2018). Therefore, the reforms sought to provide equality of
rights among the oppressed persons in the two Empires, hence the civil
liberalization and justice throughout the empire.
Both of the reform movements were led by great leaders whereby the great
Russian reforms followed the speech of the reign of the new tsar, Alexander 11.
In contrast, the Tanzimat reform movement was led by Mustafa Resid Pasa
having served as the grand vizier. Besides the reforms created were focused on
saving the economic power of both of the empires to boost the nancial
revenues to fund the military defence systems of the two involved empires. The
