Introduction
In modern times, migration has risen to the ranks of becoming one of the many
multifaceted crises facing countries in different corners of the world. The United States, in
particular, perceive immigration and acquiring citizenship as one of its great success stories. For
generations, the country has welcomed a considerable number of immigrants, found employment
for them, and productively integrated them into its population. Currently, it is estimated that the
US has approximately 25.7 million, both authorized and unauthorized immigrants (Kraft &
Furlong, 2013). The question is, is it a successful immigration story? There are more than what
meets the eye in acquiring US citizenship. Several requirements have to be fulfilled before a
person is granted permanent nationality in the US. All these steps, which involve eligibility tests,
availability of visas, and application of lawful permanent residence, require a program set in
place to monitor the complicated process. Thus, the paper will discuss the immigration policy in
the US, the problem it tries to address, the problem’s environment, and impacts on the
population.
Immigration Policy in the United States
The immigration policy in the US is complex and confusing. However, it is based on four
principles that include the reunification of families, promoting diversity, recognizing and giving
immigrants with skills a chance to utilize them, and protecting refugees. These four doctrines
provide a fact sheet of how the system is designed and operated. Secondly, the hierarchy of
authority makes the policy more rigorous because the chain of command moves from the director
to the chief of staff all the way to service center operations. Before any action is taken, it passes

through a series of departments than to the congress and finally presented to the president. In
figure 1 below, the complexity of the immigration program is evident.

The immigration policy is under congress, whose work is eased by the introduction of a
statutory body and agencies that have the sole aim of dealing with the immigration crisis. The
immigration universe that exists in the US today is so complex that it requires an independent
statutory authority, which reports to the congress where members are required to pass or reject a
regulation. The immigration and citizenship policy deals with broad categories of applicants
ranging from US citizens (USCs) and noncitizens or aliens to undocumented immigrants. The
undocumented are defined as persons whose papers have expired. Therefore, the stay is illegal or
those who enter the country using fraud. The policy has witnessed numerous changes over the
years as the pool of applicants keeps increasing daily, and the stereotype that the US is under
mass invasion prevails among the USCs. Therefore, immigration and citizenship program was

put in place to create a balance between local talents and overseas skills and to reduce the
number of undocumented persons in the US.
Statutory Authority
The current immigration and citizenship program is governed by the Immigration and
Nationality Act (INA), which dictates how many visas should be issued annually. It was
introduced in 1952 to exclude some applicants such as immoral, sick, communists, or people
with radical politics (Stockman, 2019). At the time, the US allowed admittance to people who
were willing to fit in its culture socially and politically. The act received resistance from
President Truman, but its support allowed congress to pass it as law. Since its enactment, it is
perceived as the best approach to protect Americans against their enemies and take care of their
interests and rights.
According to Hatton (2014), INA allows the US to permanent visas to 675,000
immigrants yearly across several permits category. Additionally, INA does not limit the number
of annual admissions for children under 21 years, parents, and spouses who are US citizens.
Additionally, the president is required to liaise with the US refugee resettlement process and the
congress to know the number that should be set for refugees. INA rules state that a person
becomes a lawful permanent resident (LPR) once they have obtained an immigrant visa. In
exceptional circumstances, "adjustment of status" is done for non-citizens already in the US.
LPRs are lawfully allowed to work and live in the US permanently and later on apply for US
citizenship after five years. Also, INA sees to it that there is space for non-immigrant visas for
noncitizens who are in the country temporarily. For instance, international students, temporary
workers, and tourists have permits that are either subject to annual caps or have no numerical
limits.

Specific Agency Responsible For Implementing the Policy
There are many agencies within the immigration and citizenship program that are under
the Department of Homeland Security (DHS). The main one that deals with benefits is the US
Citizenship and Immigration Services (USCIS) department is responsible for several functions
(White, Petty, & Maloney, 2017). Its activities range from asylum claims, employment
authorization, naturalization and immigration petitions, and processing of change-of-status
applications. In LPR green card application, the USCIS is required to establish the eligibility of
intending immigrants and place them on the preference category. The other two agencies US
Customs and Border Protection (USCBP) and US Immigration and Customs Enforcement
(USICE), deal with enforcement (Widdowson, 2016). The prior is tasked with securing
America’s northern, southwest, and certain borders on the coast. It is required to work with the
marine and air operations and US border patrol to protect the nation against terrorists, illegal
immigration, and narcotics across the borders. It has not adequately dealt with the problems at
the borders, mainly because the number of immigrants from each country was raised during the
Obama presidency. For instance, the America-Mexico border witnessed an influx of people in
2014. The US border patrol made over 9,790 arrests in August, while the total for the year was
68,000 family units and 69,000...
