The issue of control, when it comes to legislators and career bureaucrats and agencies,
remains controversial since its inception. The administrative state was the predominant theme with
regard to bureaucracy before the 1980s (Chohan, 2017). However, the evolution of policy issues
from simple to complex, as well as the expanded government involvement in new policy areas, is
the cause of the current back-and-forth concerning the issue of control between legislators and
career bureaucrats.
The increasing need for specialization and professionalism in policy areas provided a
platform for bureaucrats to seek and gain control over their political counterparts. As is apparent
in contemporary political spheres, governments cannot effectively function without bureaucracy
due to the complexity of policy issues and the resources required for their delegation (Chohan,
2017). Legislators, therefore, are tasked with the delegation of most of these policy issues to
bureaucracies and agencies. When the delegation occurs, the legislators lose control over the issues
they have entrusted bureaucracies and agencies.
The view of control and power from this perspective portrays bureaucrats as more
influential than legislators. On the contrary, legislators still possess control and influence over
bureaucrats and agencies. Legislators achieve this by ensuring that bureaucratic actors and
agencies perform their decision-making and political oversight roles while pursuing the goals of
the politicians (MacDonald & McGrath, 2016). The legislators, therefore, design the decisionmaking rules for the bureaucrats and agencies, ensuring that they retain control by setting the
