HEALTHCARE MARKET IN THE GCC

2

Introduction
Healthcare expenditure in the GCC is expected to reach approximately $104.6 billion by
2022, which will mark significant growth, considering that expenditure was $76.1 billion in 2017
(Arab Health, 2019). Research from MENA Research Partners (MRP) indicates that healthcare
services contribute to the largest share of the healthcare industry in the GCC region. Health
services are also the fastest growing healthcare segment in the United Arab Emirates. Medical
services are the smallest segment, but growing at double-digits in Qatar, Oman, and Kuwait
(Arab Health, 2019). The purpose of this paper is to evaluate the healthcare sector in the GCC
with a special reference to the UAE.
Growth Drivers, Challenges, and Opportunities
Drivers
The private sector is a major driver of the healthcare sector in the GCC. In this regard, the
private sector has become a critical partner in the long-term development of the healthcare sector
in the GCC, primarily by ensuring the quality of care in medical services (Arab Health, 2019).
The high prevalence of non-communicable diseases (NCDs), expanding and growing population,
increasing penetration of healthcare insurance, as well as the rising cost of treatment, are critical
factors driving the growth of the healthcare sector in the GCC (Arab Health, 2019). In this
regard, healthcare providers need to expand their capacity and resources to address the rising
healthcare needs of people with NCDs, as well as the aging population. Moreover, the increasing
penetration of healthcare insurance makes healthcare affordable to more people in the GCC.
Medical tourism has become a critical factor driving the growth of the healthcare sector in the
GCC. Some of the developments associated with medical tourism include the introduction of
state-of-the-art technologies and reforms in healthcare, as well as infrastructure developments

(Arab Health, 2019). Dubai and Abu Dhabi are leading in attracting medical tourists to the GCC
region. Dubai ranks 16th, while Abu Dhabi ranks 25th among the most popular medical tourism
destinations globally. Oman, which is constructing an International Medical City, and Bahrain,
which is developing the Dilmunia Health District on an artificial island, are other GCC countries
promoting medical tourism.
Challenges
Technology can solve several problems in the healthcare sector. For instance, technology
enables physicians to diagnose and treat patients in a way that ensures positive outcomes
(Manchanda, 2020). Moreover, technology can help to address the supply-side challenges facing
the healthcare sector. As such, change is becoming inevitable in the healthcare sector in the
GCC, as the region needs to embrace emerging medical technologies. While there are
unprecedented efforts to embrace medical technology in the GCC, change is a challenging
process. Resistance is among the leading obstacles to change. Resistance emerges from the fact
that some stakeholders in the healthcare sector are used to the existing ways of doing things. As
such, they are opposed to the disruption of the status quo or are unwilling to learn how to use the
new technologies. Resistance to change is common in various nations, including those in the
GCC.
Opportunities
The healthcare sector in the GCC faces several growth opportunities. For instance, the
outpatient services are expected to grow at an annual average of 7.4 percent from 2017 to 2022
(Arab Health, 2019). Although it is projected to grow at a slower rate of 6.9 percent per annum
between 2017 and 2022, ...
